No. At least, not yet. This isn't a world where this kind of technology is normal, after all.

If he can make a cell phone into a time phone surely he can...well, put it back together without making any changes, what with these being the only things in this universe that use wireless signals anyway. Don (and others with the devices) might get a few staticky bursts of sound and light sent by accident while he's messing around with it, but he doesn't make any deliberate calls just yet.]
